Niantic has enabled Friends and social features in Pokemon GO for all Trainer levels.

By making Friends with other Trainers, you can send and receive Gifts and initiate trades. Keep in mind you still need to be Level 10 and above to trade with other players. Details on Friends and Trading can be found here.
