A couple of days ago, Nintendo of America added a new customer reviews feature on their official website, allowing players who have played a game for 2 hours or more to leave reviews on the website.

As of today, the customer reviews feature has been taken offline to “evaluate this feature and its functionality”. Nintendo of America has no estimated date on the feature will return, if the company has plans to let it to.
