Xenoblade Chronicles 2 is not lacking in content by itself, but after releasing numerous DLC packs, especially the Xenoblade Chronicles 2: Torna ~ The Golden Country DLC, the game is finally coming to a close.
Speaking to Nintendo Life, Xenoblade Chronicles 2’s Executive Producer, Tetsuya Takahashi, said that Torna would be the last content they will be working on for Xenoblade Chronicles 2.

Takahashi: There are no plans for any additional content for Xenoblade Chronicles 2.
With Xenoblade Chronicles 2 coming to an end, the team should be freed up to work on newer games that will hopefully see the light on the Switch.
