Twitter user @KazoWAR, who has access to Pokemon Sword and Shield, has revealed the frame rate for the games today.
According to them, Pokemon Sword and Shield runs at 30 frames per second. The frame rate never changes whether you play in TV Mode or Handheld Mode. This was tested by manually changing the resolution to 1080p, 720p, and 480p.
Some users such as @Dualie_ink have tried to increase the frame rate, but it ended up increasing the speed of the game:
