Back in 2015, SEGA Toys and The Pokemon Company released an official world map and map of Japan, which included pictures of Pikachu represented in different countries and Japanese prefectures.
Some of the pictures show Pikachu wearing different costumes of the country he’s in. In fact, certain costumes, such as UK Pikachu, America Pikachu, and Dutch Pikachu, were previously released as plushies and other merchandise at Pokemon Center Japan.
