Awhile ago, a special distribution for trainers who subscribe to Pokemon Bank on Nintendo 3DS kicked off in North America.
This distribution, where players can obtain Alola region starters Decidueye, Incineroar and Primarina with their Hidden Abilities Long Reach, Intimidate and Liquid Voice, has started in Hong Kong and Taiwan.
All 3 Pokemon can be picked up at the Pokemon Center in any of the 3DS Pokemon games after you have transferred them over from Pokemon Bank. No end date was mentioned for the distribution.
