It seems that an official retro Japanese Goomba figure has resurfaced online which shows that Goombas originally had arms and hands hidden behind their backs!
Unfortunately it seems that Nintendo hasn’t kept this detail consistent in newer Mario titles over the years (as it is likely they forgot about it) which is why the majority of people never even knew about it.
