A couple of weeks ago, Team Instinct players in Pokemon GO noticed Spark, their leader, is nowhere to be found when appraising their Pokemon.
Team Valor leader Candela took over Spark’s appraisal duties during that period of time.
The latest update for Pokemon GO has arrived, and the patch note states that Spark has returned to the appraise Pokemon from Team Instinct. Still no word on why he disappeared, though!

Pokémon GO is in the process of being updated to version 0.69.1 for Android and 1.39.1 for iOS devices. Below are some release notes and comments from our development team.
