During GDC 2008, Super Smash Bros. and Kirby series creator Masahiro Sakurai spoke about the things taken into consideration for including a new playable character in Super Smash Bros. games such as Super Smash Bros. Ultimate.
The first criteria is that the character must display personality in their game, so protagonists and antagonists will usually fulfill this criteria. Next, it’s important that the character knows something that it can only do.
Other criteria include game balance, potential development issues, as well as distribution among the franchises.
